Care home residents 'put at risk'

SERIOUS assaults in a care home were uncovered by inspectors, a report says.

On one occasion, a resident of Beaumanor House, in Abbey Lane, Leicester, was punched in the face by another person living at the home.

Staff told inspectors from the Care Quality Commission watchdog it was "not an isolated incident".

The details are in a newly-published report, which gives the home a "poor" zero-star rating.

Earlier this month, Leicester City Council revealed that it had launched an investigation after the rating was issued.

Details of the exact problems were not made public until yesterday.

Beaumanor House gives personal care and support to up to 21 people with learning disabilities. It is owned and managed by the city council.

The Commission report shows that assaults at the home by residents were not being properly reported and that the council had not acted on management's reports of problems.

Inspectors found that some residents were being frightened and intimated by others, mainly those who came into the home on a temporary basis.

One resident told inspectors they didn't like the fact there were others "bullying, swearing, hitting or people hurting your feelings" .

The report says: "People who live at the home, or who visit regularly for respite care are sometimes hurt by people who move into Beaumanor House in an emergency situation.

"We found that some people were hit or pushed, and surveys we received told us that people do not like the shouting and the bullying.

"This means that people who live or visit the home do not have their rights protected and are at risk.

"Staff have not received training on how to support people with mental health difficulties, and staff told us that they find it difficult to help people well."

Beaumanor House was given a "good" rating by inspectors a year ago. The city council's review will look at how standards have deteriorated, and will be finished in September.
