Driving test cheat is sentenced
A man who got someone else to sit his driving theory test because he could not speak English has been sentenced.
Sarbjit Singh, who had earlier pleaded guilty to fraud, was given a six-month jail sentence, which was suspended for 12 months, at Leicester Magistrates' Court.
He was also ordered to do 100 hours of unpaid work and pay £85 court costs.
Singh, who has been in the UK for 12 months but only speaks Punjabi, wanted to work for his brother's courier business but had no driving licence.
The 35-year-old machine operator, of Wyvern Avenue, Rushey Mead, Leicester, booked his exam for June 16 last year at a centre in the city centre.
A man turned up claiming to be Sarbjit Singh, but staff became suspicious and asked for identification. He went to Singh's home to get the ID, but Singh's brother then discovered what was happening and stopped the man going through with taking the test.
Singh later discovered he could take the test in Punjabi but was arrested when he applied again.
Bally Paul, defending Singh, said her client did not understand how seriously fraud was taken in the UK.
She said: "His brother has been in this country for 10 years and runs a courier business.
"It was not until after this unknown person had returned to ask for identification that Mr Singh's brother intervened and told him not to go through with it, that it is very serious and you can't get away with it like you perhaps could in India.
"Mr Singh has been frightened and remorseful for his actions.
"He is going to be 36 in April, has been married for 14 years and has two children and his wife and children are still in India. Mr Singh has brought shame upon the family and has been punished in many ways."

“How does a non-EU citizen who can't speak English obtain a work permit to work in the UK in the first place ? It's hardly as if he's bringing an abundance of skills into the country that aren't already available here amongst our unemployed.”

“Boy_Bono, I woul imagine the way people from overseas read roadsigns in the UK is similar to the way people from the UK read road signs overseas, without being able to speak the language. You may not driven when abroad, but usually one buys a guide book and read the section on road use, or alternatively you are given advice by the hire car company!”

“Yes oldhenry, so that no-one even the indiginous Brits can claim any sort of discrimination of ANY kind, DNA reference for ALL such Documents, be it Passport, Driving License, Immigration Forms, Life Insurance, etc etc. It may be a big leap towards Big Brother, but I can see it down the line somewhere, so that the Authorities know what is going on and who is doing what, where, and with whom. Sadly it encompasses the majority for the shortcomings of the few, but if there's nothing to hide, bring it on!”

“I wonder how often this happens in reality? There must be types of all races that try this on for various reasons as some just cannot past the test but others sail through it. Also of curse there is a market in forged documents out there but may cost more than getting someone to take your test.
Better use DNA for all driving test in future, and for all government claims/passports etc.”

“Should have sentenced him to 12 months in a language school where he could learn the language og the country he chose to make his home in! Second question of course is, if 'no speaky da English-why allowed here'?”

“I don't want to fall out NeilT60 but I think we are 'Lane changing' a bit here. I would think that a Professional Lorry Driver would know enough of a Country's language to get by, and I agree with the 'pictorial' message you mention, but if you were going to emigrate to another country which Mr. Singh has clearly done there are things that must be attended to...like having a good understanding of the language, and don't forget we are not talking about somebody who was prepared to play by our rules, he deliberately set out to hoodwink the system and put other road users at serious risk. I know a bloke in Knighton who is a deaf mute....passed his test years ago, and didn't try to cheat. I repeat, the punishment didn't fit the crime, and the bloke who tried to sit the test should have been hammered as well..NIL POINT for the magistrate on this one.”

“On his work travels,my husband has taken driving tests in many countries.Nigeria being the funniest. But where ever he has worked,it was essential to have a basic yes/no/sorry/excuse me basic understanding. Also understanding the written word on signs.”

“Of course I suppose it would be sardonic of me to expect Mr Singh to have demonstrated his spoken english skills prior to moving here - he'd have probably engaged someone else to sit that exam, too...”
