Free bus travel for the disabled is set to be axed
About 8,500 disabled people across the county face losing their right to free bus travel before 9.30am.
Leicestershire County Council is consulting people over its proposal to withdraw the subsidy which pays for the scheme as it can no longer afford it.
The move has prompted concerns that if free peak-time travel ended it could make it more difficult for disabled people to work. It would mean they would have to pay the normal full fare for their journeys.
County Hall transport boss Coun Lesley Pendleton said: "When we brought this in around 10 years ago we were fortunate enough to have the money to do so, but we no longer do. In an ideal world we could provide everything for everyone. In better financial times perhaps we can revisit the issue of free travel."
The English National Concessionary Travel Scheme entitles elderly and disabled residents in Leicestershire to free travel on local bus services between 9.30am and 11pm Monday to Friday, and at any time at weekends and bank holidays.
The county council also offers, at its discretion, free travel before 9.30am for disabled people, and free travel after 11pm for disabled and elderly people. The council plans to cut these additional provisions as part of moves to save £74m over four years.
John Kirby, 50, from Loughborough, is debilitated by severe back pain.
He said: "It's tough being disabled, and this has always been a good gesture from the council. It'll be a shame to see it go, and I do worry about the effect it could have on employment for disabled people."
A disabled bus user, who lives in Oadby and who did not want to be named, said: "I take a long bus journey to work and I'd be out of pocket by hundreds of pounds a year if free transport was scrapped before 9.30am.
"I do wonder whether it'll make financial sense for me to go out to work every day any more."

“From a lot of the comments I guess most have not bothered to look at the County Council website and the consultation paper on this matter. Whilst substantive savings are being proposed to subsidies for school transport for many children, this particular line, for disabled pass holders, free travel prior to 0930 monday- friday is estimated to save approx just £20K pa.”

Ah yes, the old business-person-as-philanthropist argument. Trouble is, it doesn't work like that, does it. Most business people I know will do everything in their power to minimise the amount they have to share of the wealth they create, whether that is through tax avoidance, paying the lowest level of wage possible, or generally placing their wealth where it will not be of benefit to our economy.”

“Having a free bus passes is one of the only benefits many disabled people get. If we are talking about unfairness, what about those of us who can drive to work and park for free, whilst others have to pay?”

“This is another example of cutting back, our government are trying to scrap bus passes for the over 60s, and for children who get special school buses if they are disabled. “Rachel_Leics Glasses can actually cause more problems than they solve. Your Dad could get himself Registered as Blind or Partially Sighted (get him referred to the LRI). The difference between you and me is that my sight is too bad to actually learn to drive. I apologise for my comment about "Able-bodied people" but my comment wasn't against people with Mental Health issues. I hope you never become disabled in any way - then you would find out how hard it is!”

Nobody makes money from nothing, hard work and good ideas are not enough on their own - although they are essential. They need educated employees, they need transport infrastructure in place, they need security, they need customers with some disposable income to purchase their products or services.”

I think if the rich have earned or won their money, then they should keep it and not be expected to share it - I wouldn't - but on the other hand, I wouldn't expect to be shared with. If people have got rich somehow through the community or through other people, then they should share it back with the people.”
