An enterprising police officer has been crowned Leicestershire's Beat Bobby of the Year.

Pc Harvey Watson, who joined the police force 23-years ago, was rewarded for his efforts in establishing a new beat based in Victoria Park, Leicester.

The 47-year-old was chosen from a list of 17 nominees by a panel of judges who said his "fantastic working relationship" with students at the University of Leicester, and his efforts to improve the quality of life for those on his beat, made him a clear winner. He will now go forward to represent Leicestershire Constabulary at the national Beat Bobby of the Year awards ceremony.

Pc Watson set up the Campus Park beat in May 2007 and has spent his time tackling problems on his patch including sex in the park's toilets, drug use, drinking and muggings.

After winning the award he said he was "over the moon".

Pc Watson said: "The role of the beat officer can be a lonely one so it is nice when the community do vote for you. That's when you realise that the work you do is appreciated."

He admitted that setting up a new beat, based out of the Pavilion Cafe in Victoria Park, had been tough, but he believed that the hard work was beginning to pay dividends.

Pc Watson said: "It's a unique beat. It didn't exist two-and-a-half years ago, so it's what I've made it and I am very passionate about it.

"The first six months was difficult because people didn't know me, but over the past 18 months people readily approach me."

Pc Watson will be presented with a shield and crystal rose bowl to mark his achievement at the Chief Constable's award ceremony in August.

His station will be given £5,000 to spend, which he said he hoped could be spent on a portable computer, identical to those installed in every patrol car in Leicester, to allow him to spend more time on his beat.

Pc Watson was nominated for the award by a number of people including Claire Taylor, head of student welfare at the University of Leicester, who said he had brought "enthusiasm, innovation and energy" to policing in the area.

That innovation was highlighted recently when he launched Facebook and Twitter accounts to help him connect with the student population.

Chief Superintendent Chris Garnham, commander of the force's City area, said he was "very proud" that a second officer from Leicester's Welford Road police station had won the award. Last year the title went to Pc Guy Swatland, beat officer for Stoneygate and Knighton.

Chief Supt Garnham said: "There is something very special about what Harvey does.

"Harvey always makes a positive impact no matter what circumstances he finds himself in.

"He is genuine, progressive and committed."

Pc Andy Raybould, beat officer for Oadby, and Pc Ian Hamilton, who patrols the streets of Anstey, were named runners-up.
