"I am really excited to now be in charge of policing an area I know really well and love."
The 35-year-old started his police career in Hinckley, where he worked in a variety of roles for seven years.
He has also worked in CID, the child abuse investigation unit and spent three years as a firearms officer.
Insp Starbuck said: "We have very strong links with a number of organisations, including Hinckley and Bosworth Borough Council, which has staff based at our station working alongside police officers.
"They work as a team, dealing with anti-social behaviour.
"I want to build on the good work already going on and keep improving what we do to ensure we offer the best service to the people of Hinckley and Bosworth.
"Burglary remains our main priority at the moment.
"I am pleased to say we are seeing a small reduction in the number of burglaries but I am not complacent and we will continue to focus our efforts on the minority of people who commit the majority of crime.
"I am committed to robustly tackling offenders to stop their criminality, either by arresting them and putting them in prison or working with others to help them get out of a life of crime."
