PC Aran Gibbs, one of the officers involved in the search, said: "The image we have of Singh is now 12 years old, so he may look slightly different.
"However, it is likely his face shape and features will have remained the same.
"Singh, like all other people who are charged for an offence, should appear in court and complete the justice process.
"Since Singh's disappearance, we have carried out extensive inquiries to locate him. We have carried out work to identify addresses and people we believe are linked to him.
"We will continue to do all we can to find Singh. But if you can help us please don't hesitate to get in touch.
"Just because the offences happened 12 years ago, it doesn't mean that he shouldn't face justice."
People who recognise Singh or know where he lives are asked to call police on 101 or Crimestoppers on 0800 555111.
