He was unveiled as the winner of the John Arlott Cup in front of 1,100 guests at the PCA's awards ceremony at Old Billingsgate, London.
England all-rounder Stuart Broad was among others who were short-listed for the honour.
Former winners include England stars Ravi Bopara, Alastair Cook, Ian Bell and Adil Rashid. This award, which is voted for by players throughout the country, follows Taylor being named the Cricket Writers Club's Young Player of the Year.
In addition, Taylor was the Leicestershire Supporters' Player of the Year and he also took County's Roger Goadby Fielding Trophy. The accolades reward Taylor for an outstanding first full season in county cricket.
He scored 1,207 runs at an average of 57.47, hitting three centuries and six fifties and he became the first teenager to score a double century for County when cracking 207 not out against Surrey. He also scored a maiden one-day century and was awarded his county cap.
Marcus Trescothick was named PCA player of the year and England skipper Andrew Strauss picked up a special merit award. Former England captain Michael Vaughan also received a special award.
