A post-mortem examination has found no obvious signs of injury.
Detective Constable David Tunnicliffe said: "We have been carrying out various inquiries to retrace Mr Shepherd's steps, including looking at his mobile phone records, speaking to family members and friends and looking at CCTV in the area.
"We have found that the last time Mr Shepherd used his mobile phone was on Saturday, October 6. Later that night, he withdrew a small amount of cash from a cashpoint in Narborough Road.
"We are urging members of the public to look at the picture of Mr Shepherd.
"Do you know him? Do you know where he was in the days leading up to his body being found? Did you see him near the river or in the Leicester area?
"Any information you have could help us, so please get in touch so we can piece together the events that led up to his death."
