Liberal Democrat candidate Parmjit Singh Gill has pulled out of the race to be the next MP for Leicester South.

In a shock announcement yesterday, the city councillor and former MP said he decided he had to put his young family first.

His resignation came only five days after he was announced by party headquarters as the candidate to fight the by-election caused by the resignation of Sir Peter Soulsby.

He is being replaced by health campaigner and businessman Zuffar Haq.

Coun Gill said: "Given much reflection, and after talking with my family, it is with regret I have decided to stand down as a candidate for the by-election. I remain committed to the people of Leicester and am proud to represent the Liberal Democrats but I have a very young family and I fear the toll that fighting the by-election with all the commitment and dedication it deserves would be too much.

"I have decided instead to concentrate on representing the people of Stoneygate as a councillor, as I have been proud to do for the last eight years.

"I fully support Zuffar Haq, who will not only be a fantastic candidate but a strong, passionate voice in Parliament."

Coun Singh Gill won the same seat in 2004 at a by-election – overturning a 13,000 Labour majority.

However, he lost the seat just 10 months later at the General Election to Sir Peter Soulsby.

The new by-election comes because Sir Peter is quitting to focus on becoming the elected mayor of Leicester.

Mr Haq will have to challenge Labour candidate Jonathan Ashworth, a close friend of Labour leader Ed Miliband.

Mr Haq, who came second to Conservative Edward Garnier in the Harborough constituency in last year's General Election, said: "It is an honour for me to have this chance to fight for the people of Leicester South, the place where I was born and raised.

"I hope my experience as a local businessman and my work with Leicestershire Crimestoppers and standing up for patients' rights shows I will be a powerful and passionate voice for Leicester."

The Conservatives are expected to select a candidate on Saturday.

It is likely the by-election will be held on May 5 – but the count may not be held until the following Monday.

Perry Holmes, Leicester City Council's returning officer, said: "It's unlikely we'll be able to count the votes either that night or the following day.

"This is because of the number of staff we'll already have working on the mayoral ballot, the AV referendum and the city council elections.

"The by-election count could take place on Saturday, Sunday or possibly Monday."

    “Have just read the response from Citizen Smith.
    Firstly, unlike him/her, I am familiar with the rules on Charity. If the income or expenditure is less than £10000, there is no need to file a return. So, if in one year, the income is £9999.99 and expenditure is £0.00, there is no need to make a return. In another year, if the income is £9999.99 and expenditure is also £9999.99, there is still no need to make a return. Also, a charity can have a registered name and a different operating name. It does not mean there are 2 separate organisations.
    Secondly, instead of Citizen Smith hiding behind an anonym, why does he/she not write openly, like me. What has he (she) got to hide?
    Thirdly, I am quite prepared to meet this person, in public at a mutually convenient time to clear up any specific, fact based accusation about this charity. I cannot help him/her in what seems to be a general gripe against the Lib/Dems. Perhaps she/he was thrown out?
    Finally,Citizen Smith claimed he has not contacted any body's office, as i had mentioned. Well, I know for a fact that he/she rang and tried to speak to the charity's solicitor. In view of Citizen Smith's record, I know who I am prepared believe to be telling the truth.

    “In response to SURESH CHAUHAN, GLEN PARVA and Mr Stephenson of Fleckney, firstly let me make it clear that I am not taking cheap pot-shots nor demeaning anyone's humanitarian activities off, far from it. You also know nothing about me nor me you,and what I am involved in, so perhaps you can steer off making personal comments about what I do or don't do?

    But Mr Haq wishes the voters to elect him a Member of Parliament for Leicester South. Your previous candidate, Mr Gill resigned in less than auspicious circumstances. Several former MP's have been convicted over the MPs' expenses scandal. Thus I think voters and readers are entitled to answers to what are reasonable queries.

    I can also say is that I have not contacted anyone's office as you suggest. I think you should re-read my original post. I do recommend the http://www.charity-commission.gov.uk/Publications/cc21.aspx#45 for readers to check out for themselves the rules governing registered charities in the UK.

    As regards your comment that the 2006 accounts were misplaced and then re-submitted, I accept that they were officially recorded as being received in March 2010, five years late and just before the General Election last year. As an accountant I expect that you'd know that the requirement is for accounts to be submitted for GROSS income of £10,000 not NET. However these small details aside I am grateful for you confirming that indeed Mr Haq the Lib Dem Candidate is indeed Mr Haq the trustee of both these organisations, and that they are charities? So my question is now, why is only the International Hospital Equipment Fund registered as a charity and come up on the Charity Commission website as being registered and the other the International Hospital Relief Trust is not?

    Perhaps on behalf of Mr Haq you can furnish an explanation?

    “I really don't see what mr citizen smith's problem is. Mr haq runs a small chairity which has most of the stuuff donated to them from what i can see they don't really handle much money rather than appreciate the good work that mr haq is doing citizen smith has got noyhing better to do but to criticise him.I wish Mr haq all the success and long may he continue we need more people like him .”

    “I have read Citizen Smith's and now Pam's comments with interest.
    Unlike them, I have done a fair amount of volunteer work for this charity. I was personally involved in the last two air freights, one in September last year and one in January this year. I can verify that Pakistan International Airline did the airlift, free of charge. I know this because i carried out the negotiations.
    I am an accountant by profession and am familiar with workings of charities. I can advise citizen Smith and Pam that one does not have to furnish a return if the net income is below £10000.
    I also know that the return for 2006 was submitted but has been misplaced. It has been resubmitted.
    Rather than taking cheap 'pot shots' at people who are doing excellent charitable work, almost always without any pay and often being out of pocket, i wish that the likes of citizen Smith played a more constructive role in life and not hide behind unsubstantiated innuendos. I also understand that citizen Smith has been in touch with the office of the charity's solicitor and drawn a blank.
    So, a simple message to Citizen Smith is, get off the case.”

    Gill was the MP for the seat after the 2004 by-election, but lost it in the 2005 election. Despite being a MP for just under three hundred days, he managed to rack up a huge £185,089.00 in expenses. A glorious £682.98 per day on top of his salary.

    The internal LibDem Returning Officer for the 2005 General Election selection process, won by Gill obviously, sent the following memo to Cowley Street. It mysteriously reappeared in the comments section on LibDemVoice in the last couple of days:

    ¿I think it is apparent that there are a large number of members, mostly if not wholly from the Sikh community, who have a strong personal loyalty to Parmjit Gill, even though some of them don¿t seem to like him very much, and may not actually share the aspirations of other members. There are some anomalies in the membership: there were two dead people (who had been dead for over a year) on the list of 88 members whose subscriptions were renewed by telephone last April using Parmjit Gill¿s credit card. There are also two people who have, according to Sumal Fernando, given him a signed statement, which he has passed to me, which states that they are not Liberal Democrats and have never been members of the Party, but their names are on the same list. There is some suspicion that some members are not in possession of membership cards, and have not themselves paid a subscription.¿”

    “Looks like he needs to be expelled from the lib dem party, like he was from labour party previously and then joined the lib dems. Lets hope he looses his seat in stoneygate and Leicester is rid of him. Then the liberal democrats can rebuild their party. this has been going on years with a few people recognising and not undertaking work for him, but others idolising him.

    Dirty politics is not for leicester!”
