“Why does a bit of snow in this country bring us to a standstill?
Because we don't get enough snow each winter to justify the expense of being prepared for it. Are you prepared to pay for the rise in bus ticket prices they would happily pass on to the customer if they had to replace each buses tyres with snow tyres each winter? (Imagine the cost of doing that twice a year in mechanic time so each buses tyres were prepared for three snow days).
In countries where they get snow for months each winter they routinely fit snow tyres to their cars in late autumn and then get the regular tyres fitted back on in the spring. I'm sure garages would love it if everyone here did the same, the extra income would be welcome, I'm sure, but the already over charged motorists would be less pleased.
So we suffer a few 'chaos' snow days instead each year.”

“Easy Rachel. No-one equips vehicles with heavy duty tyres in this country, saying it is not worth it with our winters, and every year it DOES happen and the country seizes up. The trains stand still and we come into our own by having a good moan so we all feel better.”
